The institution

A development institution that delivers programmes and measures what they achieve.

Reoflux Global Foundation works with governments, funders and delivery organisations to design and deploy development programmes, and to build the digital, data and measurement infrastructure that turns them into verified outcomes.

We are not a charity competing for grants, a vendor selling software, or a consultancy selling advice. We are the institution that unites delivery, technology and evidence, and holds itself accountable to verified value rather than reported activity.

We are candid about where we stand: this infrastructure is being built, not finished, and we will always tell you which is which.

The structural gap

Social investment has scaled. Social accountability has not.

The sector does not lack commitment or capital. It lacks instruments. Value is carried in stories, which cannot be compared, cannot be trusted at scale, and cannot tell a funder or a minister what to do next.

Affordability is where good programmes fail. We design funding models that close the gap between what an essential service costs and what the people who need it can pay, and we never charge the delivery partners with the least capital.
